Creation: On May 20, 1991, the Commissioners Court of Zapata County approved a resolution to create the District. The Texas Legislature validated the creation of the District, pursuant to Article XVI, Section 59 of the Texas Constitution, effective May 19, 1993, by Acts 1993, 73rd Leg., Reg. Sess., ch. 193, pgs. 378-380.
Governing Body: The District is governed by a board composed of 5 elected directors. Directors, who are elected by place, serve staggered 4 year terms and are elected on the uniform election date in November of even numbered years.
Fiscal year: The District’s fiscal year begins on October 1, and ends on the following September 30.
